With some playing around of the smudge tool, you can clean the look up in a short time. The image I attached is from a Chrysler Crossfire rear wheel. The one on the left is the stock image and the one on the right was done using this tutorial, followed by "smudging" the blended layers to look more smooth. (keep in mind, I didn't take my time, I have about 2 minutes into this example, so its not perfect)
