Well, this depends what you mean by cartooning.
Really, its not that hard. Use the Pen-tool to outline the car. If you dont know how to use the pen go to youtube and search for "PenTool Tutorials".
Then fill the car with wanted color, and fill windows, shades, tyres, headlights, vents etc with black, and you should be about done.
